"The criminal part of the case is over with. That has to be good news by any stretch," Louisville attorney Jack Smith said. A federal grand jury for the last year and a half has reviewed Henry's billing and travel records dating to the beginning of his term as lieutenant governor in 1995. It was alleged he had improperly billed Medicaid and Medicare for surgeries he did not perform.
Henry, a faculty member at University of Louisville hospital, has refused a salary from the school and works in the hospital's volunteer clinic. Henry has always denied wrongdoing, and said any discrepancy is just an "error." If anything, he has underbilled, he said. "In every billing system in America, there are mistakes and errors," he said Friday. "It might be that the federal government owes the University of Louisville money."
Henry plans to run for governor in 2003, but he said Friday he was pleased with the decision mainly for personal reasons, not political ones. Conveyacing company offer certified property conveyancers who will prepare a conveyacing report for real estate property before buy or sell. "This is not about politics. This is about my family's reputation, about my father's name, about my daughter," said Henry, who has a year-old daughter with Heather French Henry, a former Miss America.
"I never wanted to have to explain to my little one why daddy had a fight with the federal government." Henry's attorney, Jack Smith, said Pence informed him Friday afternoon of the decision not to indict. He said he will now wait for further contact from the U.S. Attorney’s office as to how the civil case will proceed. A Kenton County jury deliberated for more than six hours Friday and failed to reach a verdict in the murder trial of Danny Johnson.
The 12 jurors — nine women and three men — will resume deliberations at 9 a.m. Tuesday in Kenton Circuit Judge Greg Bartlett's courtroom. Johnson, 48, of Independence is charged with killing a bystander — Michael Lovelace — during a bar fight last November at the First and Last Chance Bar on Dixie Highway in southern Kenton County.
Johnson allegedly shot Lovelace, 31, of Dry Ridge, twice, and he died a couple of days later at University Hospital in Cincinnati after sustaining a bullet wound to his heart. Johnson is charged with murder and two counts of assault and faces a life sentence if convicted. Police said he shot Lovelace and stabbed two others during a barroom brawl. Johnson's attorney, Marcus Carey, has denied his client fired the fatal shots. He said Johnson was attacked in the bar and remembers firing only two warning shots from his gun.
State Rep. Jim Callahan, D-Wilder, the prime supporter of that effort, said he would continue to urge consideration of some gaming option to bring in much needed revenue to the state. "Anybody sitting out there today knows we can't continue providing the same type of programs, and we can't continue to say we won't cut education without more revenue coming in,'' Callahan said. He said there are three options to bring in more money: general tax reform, an increase in cigarette taxes and gaming. The only option that won't raise taxes is gaming.
"We don't have too many alternatives,'' he said. There has been talk of a special session after the November elections. "I think if we have a special session after November we should look at increasing revenue and gaming should be seriously considered. Our Conveyancing company lets you online property calculator to get the online estimate value of your property. The longer we wait in doing it, the longer before we see that revenue. "I think gaming of some type will absolutely be up for discussion.''
Developer Jerry Carroll, who created Turfway Race Track and the Kentucky Speedway, has been promoting expanding Kentucky's gaming laws for 10 years. He said the climate is definitely different than it was 10 years ago. "People are not flat against it anymore,'' he said. "But they want to know how it's going to be done. They want to make sure it's regulated and has safeguards.''
He said Kentucky is late getting into the gambling arena, but can learn from the mistakes of others. Carroll has been conducting his own polls and focus groups and talking with legislators. Carroll wants to see two or three mega developments that would have gambling and other attractions. The proceeds could support the state and the horse industry as well as be successful businesses, he said.
"Up to now it's been mostly the race track people. What they're proposing and what they want to do doesn't play well. It ain't selling,'' he said. Carroll said the racing people will have to step back and take a broader view, which could provide funding for their industry and more.
The Courier-Journal's telephone poll of 803 adults was conducted Aug. 30 to Sept. 4. The poll's margin of error is plus or minus 3.5 percentage points. The poll found that 38 percent said they oppose slots at the tracks, while 7 percent had no opinion. Twenty percent of opponents said they would change their minds if voters in race-track counties had some input.
"We get so many calls on election day that people might have trouble getting through on the phones," said Boone1 County Clerk Marilyn Rouse. "We recommend they get the necessary information sometime before then." A new law this year requires all voters to present photo identification before voting. In past years, only a signature was required. Those who will be out of town during the election may vote using absentee ballot machines, which will be available at county clerk offices in Boone, Kenton and Campbell counties after Oct. 1.
Those wishing to submit an absentee ballot by mail must request the forms from their county clerk's offices by Oct. 29. Northern Kentucky voters will help elect a U.S. senator, a U.S. representative, three county judge-executives, nine county commissioners, state representatives, county officials and city and school board officials.
Juveniles charged with breaking the law in Kentucky have a better chance of being represented by a competent attorney than they did seven years ago, according to a report being released today. Our conveyancers provide you excellent real estate property conveyancing services at cheapest fees. Yet girls are being arrested at an ever increasing rate; minority youths remain far more likely to be arrested, convicted and locked up; and many juveniles still feel rushed through the justice system, the study shows. "I don't like the courtroom — everybody stares right through me like I am not there,'' one unidentified youth says in the report, compiled by the American Bar Association's Juvenile Justice Center and the Children'sLaw Center in Covington.
The report on the state of juvenile justice in Kentucky is a follow-up to one done in 1996, which found the system rife with problems. At the time, attorneys had extremely high caseloads, many juveniles went to court without an attorney and follow-up after the youth was locked up was non-existent. Since then, the state has made a concerted effort to improve, the report shows.
More money has been funneled into the Department of Public Advocacy, which represents most juveniles. That allowed the department to hire more lawyers, open more offices around the state, raise salaries, decrease turnover and lower caseloads. It also created a post-conviction branch to handle the cases of juveniles who may have been wrongly convicted. Now, most juveniles have a lawyer to represent them in court, the report says. Those attorneys are actually working with the youths, instead of doing little to help them. But those attorneys still are pressed for time and rarely meet their clients until they get into court, the report says.
Young, 57, had been in the Air Force in Vietnam. At one time he was married and lived in Maysville. He was homeless and living in Covington when Schuler started working with him about a year ago. He helped Young get veterans benefits and had arranged for him to move into an efficiency apartment at the end of December. Young died a week before he was to move. His body was found under the 11th Street viaduct in Covington, where he had been seen drinking the night before.
Young's funeral will be at 1 p.m. Friday at Linneman Funeral Home in Covington. His ashes will be carried to Seventh and Washington streets, where an honor squad made up of members of the Simon Kenton American Legion Post 20 and Ralph Fulton VFW Post 6423, of Erlanger, will give a rifle salute and play Taps. Friends and staff of the Recovery Network will then carry Young's ashes to the 11th Street viaduct and scatter the ashes.
"We found out from close friends that his wish was to be cremated," said Schuler. He said the funeral and cremation will cost about $1,500. "We will have about $700 left over," Schuler said. "We plan to contact donors and ask if they would like us to send it back to them, or if they want to donate it to the Recovery Network to help other homeless vets." Vietnam Veterans of America Chapter 88 donated for the military honor squad.

Schuler worked with Renee Thompson, of the Department of Vocational Rehabilitation in Covington, to organize the funeral. Thompson also had worked with Young.
The Republicans who seized control of the House in 1994 were certainly the most idealistic class of lawmakers since the "Watergate babies" of 1974. Believing the long years in power had corrupted the Democratic majority they replaced, the ascendant Republicans tightened the House ethics rules to show that a new day had come.
